Talon IV is one of the moons orbiting planet Katarina and is infamous for the amount of jails present on it's surface, and below. Many of Katarina's convicted are sent to Talon IV in a pseudo-exile. All scumbags, when released from the prisons are not brought back to planet Katarina and are just released on the moon's now criminal inhabited surface, thus many have no way to get back home.
